How should the fed spread dollars if the universal testing is gone? Simply "per kid" funding, maybe tied to the financial situation of the zip code in general?

Like you said, maybe it all needs fresh eyes. Teacher pay seems like another part that needs fresh eyes!

Right now the feds require states to give the same exact test to all students. I'm not sure how drastically the distribution formula would need to change to simply lift that requirement. They could allow for a "menu of assessments" so that schools have options for how to measure learning/performance. The menu wouldn't provide the same exact measurement for all students, but it seems like people are realizing we don't need to measure everyone in the same way, especially if parents have options for where to send their kids to school.
